81bbbe4eec fix: DNS NCACHE TTL and OPT RRs (#2900) 
* Fix: DNS NCACHE TTL and OPT RRs

1. DNS NCACHE was not correctly implemented.
2. OPT RRs must not be cached or forwarded.

Closes #2889.
