TODO: find out if this patch is still needed.

Fixes build problem decsripted in #7348.

Makefile

Add a target (CONFIG_MAKE_CONFIG) that creates an exportable toolchain. The toolchain will zipped and saved under $(TOPDIR)/bin directory.
