make handheld lights work on particles and translucents. make lit particle brightness work again. exclude hand from bloom. extend bloom mulitplier slider.

tweak enchant glint to be a more consistent brightness. moved some fog settings around. disabled particles before deferred because of iris issues

tweak indirect SSS to be a little bright like it used to be. Tweak sampling for shadow filtering, ssao, rtao, ssgi, and specular reflections.
